It's the Quill, Jim, but not as we know it. Written in version B04 of the Quill, which I haven't found anywhere else (which made decompiling it a bit of a chore, and trust me, that was necessary); it seems to be a mixture of version C sysmess handling and a version A condact repertoire, and was sold, according to in-game (!) advertisements, by Ultrasoft itself, but whether it was their own hacked version, or whether it was available in other languages than German... all the evidence seems to have been lost.
